ICS Learning Objectives

Section 1.0 INTRODUCTION TO INCIDENT COMMAND SYSTEM

Objectives: At the conclusion of this unit, you will be able to:

Define ICS
Identify the factors that affect emergency management
Identify the provisions of laws that require first responders to implement ICS.
Identify concepts and principles of ICS
State the rationale for a multidisciplinary approach to emergency management.

Section 2.0  INCIDENT RESPONSE AND STABILIZATION

Objective:

At the conclusion of this unit, you will be able to identify and take appropriate actions during an incident.

Section 3.0  INCIDENT COMMANDER RESPONSIBILITIES

Objectives:

At the conclusion of this unit, you will be able to:

Identify at least five responsibilities of an Incident Commander
Identify the requirements for establishing a Command Post
Identify the requirements for establishing a staging area

SECTION 4.0   ICS COMMAND STAFF FUNCTIONS

Objectives:

At the conclusion of this unit you will be able to:

Describe and apply the principles of the logical expansion of ICS and the interrelationships of the various elements and functions
Describe and apply the principles of effective delegation
Describe and apply the Division and Group command structure elements.

SECTION 5.0   ICS GENERAL STAFF FUNCTIONS

Objectives:

At the end of this unit, you should be able to:

Describe the purpose and responsibilities of the Operations, Planning, Logistics, and Finance/Administration functions
Implement the General Staff functions in exercise situation.

EXERCISE  1

Objectives: The student will read the following incident, and work through the following questions and scenario.

Missing Child

At 10:42 a.m.,  a mother reported that her 10-year old daughter, Susan, set off on her bicycle to ride to a friend's house just one quarter of a mile from home. Susan planed to ride through the woods on a dirt bike path roughed out by her brother and some of his friends.

At approximately 3:45 p.m., Susan's mother called her daughter's friend to ask Susan to come home.  She was told that Susan was not there and had not visited that day.  Frantic, she walked the bike path, where she found Susan's abandoned bike and one sneaker.  She then drove down the road looking for Susan.  When there was no sign of her daughter, the mother called police.

You need to know:

The child has been missing for five hours.
It is a sunny October day; the temperature is in the upper 50's and is expected to drop to about 40 by nightfall.
The neighborhood is located in a hilltown and is surrounded by woods.  There is a large, swampy pond located about 500 yards into the woods.

SECTION 7.0   COURSE CONCLUSION

Objectives: At the conclusion of this unit, you will be able to:

Explain the rationale for implementing ICS in Law Enforcement
Identify the steps needed to implement ICS in local agencies
